All property owners have a duty to maintain their property as part of their mortgage. This is an enforceable agreement between the homeowner and the bank. The City of Baltimore has been successful in charging the bank with neglect and violations of local housing codes, even when they have not yet taken possession and the owner of record is the homeowner.
