About the Handbook
The handbook of the Maryland Municipal Clerks Association was first produced in 1985, through a joint effort of members of the Maryland Municipal Clerks Association and the Institute for Governmental Service (IGS) of the University of Maryland. The handbook was updated in 1997, and is the result of the effort of many municipal clerks who had the foresight to anticipate the needs of Maryland Municipal Clerks and to provide guidelines on many topics.
