[ARCHIVED] The 439th Maryland General Assembly is Underway

The legislative session officially began with the swearing-in ceremony on January 9, 2019. As a result of the 2018 elections, 60 new members took the oath of office, as well as a record number of women (71) and Legislative Black Caucus members (56). While the Senate President and House Speaker remained in their posts, committee leadership changed significantly since last year, including four new committee chairs and eight new vice-chairs. 

Later that afternoon, the League’s Legislative Committee had an organizational meeting and reviewed the first seven bills of the year. Shortly after the meeting, municipal officials and staff made their way to the Calvert House for MML’s opening day reception.

On Thursday, MML staff provided its first oral testimony of the year. Senate Bill 55, a departmental bill that clarifies that the Maryland Department of Planning (MDP) is the central depository for all land use plans, and amendments and revisions to the plans. The Legislative Committee choose to support this legislation with an amendment to remove the requirement that a local government submit their plan electronically, and instead, necessitates that they submit a current plan. The bill also requires MDP to post the plans on their website.  

The first week of session proved to be a rollercoaster of emotions. After the buzz of opening day, the Annapolis world quickly turned somber when President Miller announced that he would be undergoing chemotherapy this session in a battle with prostate cancer. While out, the gavel goes to Senator Klausmeier, who was elected by her peers to be President Pro Tem. Friday, for the first time in our capitol’s history, the General Assembly had a woman presiding in the House and the Senate at the same time on the same day.
