MML staff testified in support of HB 396 before the House Ways and Means Committee on February 12, 2019 with a clarifying amendment. The bill, sponsored by Delegate Carr, authorizes local governments to provide, by law, for an installment payment schedule for county, municipal, or special taxing district real property taxes. In order to accomplish this, the legislation also allows for the advance payment of property taxes in municipalities and special taxing districts, which was a hot topic on the heels of the Tax Cuts and Jobs Act of 2017.
At the hearing, the Delegate Carr introduced a local government amendment – supported by MML and MACo – to clarify the authority of each entity and ensure that current cooperative relationship is maintained through the collection and remittance process.
