[ARCHIVED] Bills Fail on Final Day of 2021 Legislative Session

Gavel (2)

Senate Bill 89, which would have required all municipalities to hold special elections to fill vacancies regardless of existing procedures, posed significant concerns to MML membership. MML staff worked closely with the bill's sponsor, Senator Peters, and after much collaboration with him and his staff, this bill did not pass.

However, despite a significant amount of work by MML staff, coalition partners, and our bill sponsors, HUR didn't make it over the finish line by midnight on April 12. SB 362/HB 649 proposed to strip the FY 2024 sunset provision, and increase HUR funding back to pre-2009 levels. The Senate version was amended to remove the funding increase but maintained the removal of the sunset provision. Unfortunately, due to the complicated virtual nature of this year's session, neither version passed. MML staff will continue to work on this important issue and we are confident that next year will be our year!

A full wrap up of legislation impacting municipalities will be included in the May/June issue of Municipal Maryland and a listing of the bills tracked and their final outcomes can be found on MML’s website under Legislative Advocacy - Bill Position Summary. Questions on legislation can be directed to any member of MML’s legislative team.
